ADDIS ABABA - Ethiopian Prime Minister Meles Zenawi said on Friday he was in consultations with his ruling party about the possibility of quitting as Prime Minister and retaining his role as the party leader after next year's elections.

The Ethiopian Premier, who has been at the helm of the ruling Ethiopian People's Revolutionary Democratic Front (EPRDF) for the last 18 years, said on Friday that he has had enough and wanted to do something different after the next elections.

Ethiopia is about 15 months away from the next elections, due in 2010.

The Prime Minister says he is considering quitting the post and remaining as party leader if his party members agree to the position, but said he would make a final decision on this later.


"I do not think there is a conflict of policy here. My desire is that I have had enough here and I have to move on. I want to leave this position (Prime Minister) without leaving the party as leader but I have to respect the decisions of the party," Meles told journalists.

The Ethiopian leader was asked about two conflicting signals he had given about his intentions not to seek a new mandate during the next elections in 2010. He said his personal decisions not to seek the post of Prime Minister must be balanced by the party position.

The EPRDF says it has yet to decide on who would be the next leader but the party has begun the search for a new leader of the party. The party sources say they are looking for the "new face of Ethiopia" if the current premier insists on not running for the post.

"I cannot be a member of the party and not respect its decisions. My open decision is that there will be no conflict between my position and that of the party. If there is a conflict, I will have the freedom to chose but I will try to resolv e the differences,' the PM said.

The Ethiopian PM, who has been gaining momentum as one of Africa's foremost leaders and respected spokesman on continental affairs, said he would not take personal credit for the party's achievements during his tenure at the helm.

He said among his major achievements were leading the Ethiopian transition process from military rule to a democratic system that employs a parliamentary system of leadership.

The PM said he was glad Ethiopia's transition from military rule to democracy did not suffer from setbacks such as those witnessed in Eastern Europe.

He said Ethiopia had transformed its political system to a full democracy, despite certain limitations the three arms of government still suffered.

He also said Ethiopia's move from economic stagnation to rapid growth was equally an achievement during his tenure as Prime Minister.

"We took Ethiopia into one of the seven few elite states with a higher economic growth rate in the world, that is an achievement," the Premier, who holds a record as one of the few African leaders to conduct regular press interviews, told a t hree-hour long briefing.

He said under his rule, steps to fight corruption had also been initiated but expressed disappointment at some very lenient sentences that some people charged with corruption were getting away with.


Meles Zenawi defends arrest of top opposition leader
ADDIS ABABA (AFP) — Ethiopian Prime Minister Meles Zenawi has said the arrest of the country's opposition leader was not a political decision, arguing the authorities were left with no other choice.

Authorities arrested and sentenced Birtukan Midekssa to life in prison in January after she reportedly said she never expressed remorse to obtain a pardon in 2007. She was given three days to deny or confirm the reports.

"We were put in an almost impossible situation politically and legally. The law says if a pardon is given under false pretenses it has to be annulled," Meles told journalists late Friday.

The Ethiopian leader accused Birtukan of banking on support from "powerful friends in powerful positions" -- presumably Western nations -- when she made the comments during a recent trip to Sweden and Germany.

"Had we indulged on her assumptions the message that we would have conveyed would be 'nothing happens to you no matter what you do. If you have friends in all the right places, you can ride roughshod with everything'," Meles said.

"That message I think is a very dangerous political message to convey in an emerging democracy. The rule of law and equality involves everyone."

Birtukan, the head of the Unity for Democracy Justice party, had been detained with dozens of opposition figures and supporters following disputed 2005 elections.

The United States, a staunch Ethiopian ally and the country's top aid contributor, has expressed concern over the arrest and called for more political freedom in the Horn of Africa nation.

Birtukan's party made its most spectacular electoral gains ever in the 2005 polls and cried foul over reported fraud, claiming it was robbed of victory by Zenawi's ruling party.

The ensuing unrest left close to 200 people dead and drew international condemnation.

Ethiopia's next general elections are expected to be held in 2010.


Ethiopia sees inflation down to single digit by July

ADDIS ABABA, Feb 14 (Reuters) - Ethiopia's high rate of inflation will be back to single figures by June or July this year, Prime Minister Meles Zenawi said.

The Horn of Africa nation's annual inflation rate hit a high of 61.7 percent in August 2008, spurred by soaring food and fuel prices.

It has since fallen steadily, reaching 37.8 percent in January.

Speaking at a news conference late on Friday, Meles said a halt on government borrowing and a rise in bank reserves had underpinned the declining rate.

"The global inflation cycle we had last year is dead. Prices are going down," said Meles, adding that taming inflation was the number one economic priority for his government.

"We expect inflation in the single digit rate by June or July."

Meles said Ethiopia planned to rebuild foreign exchange reserves to 1.8 months of imports by the end of the financial year. The IMF says reserves are currently equivalent to one month of imports.

Despite the difficult global panorama, Meles reiterated the official forecast that Ethiopia's mainly agricultural economy will grow by 11.2 percent in 2009, up from 10 percent last year.

The International Monetary Fund has predicted 6.5 percent growth for Ethiopia in 2009.

The Ethiopian leader is calling for wealthy countries to finance a "vulnerability fund" for the world's poorest.

"The coming decade or so is likely to be very dark indeed for Africa," said Meles, adding that developed nations had allocated some $7 trillion to battling the financial crisis.

"A bank in these countries that is deemed too important to fail is getting more assistance than the whole continent of Africa."

ADDIS ABABA (Reuters) - Although 13 years had passed, Hirut Abebe-Jiri instantly recognised the man who tortured her during Ethiopia's brutal "Red Terror" purges.

It was a dark era little known to the outside world, but that glimpse of Kelbessa Negewo across an Atlanta hotel lobby in 1990 set in motion a chain of events that ended last month when he lost his appeal against a life sentence for genocide.


The former local government official who once sowed such fear in her neighbourhood of the Ethiopian capital had been carting around luggage and opening doors.

"I was amazed," Hirut told Reuters on Sunday. "It was him. This powerful man was carrying people's bags."

Her story goes to the heart of one of Africa's darkest chapters, now thrust into the spotlight by a political breakthrough nearly 2,000 miles away in troubled Zimbabwe.

Former Marxist ruler Mengistu Haile Mariam, dubbed the "Butcher of Addis Ababa" by many Ethiopians, has enjoyed comfortable exile in Harare since he was driven from power in 1991 -- protected by President Robert Mugabe.

Zimbabwe's opposition is joining a unity government with Mugabe. It said on Friday it would like in principle to extradite Mengistu, who was sentenced to death in absentia last year. But the Movement for Democratic Change conceded it was unlikely to win agreement to hand him over.

TORTURE

The start of Hirut's story was typical of many in Addis Ababa under Mengistu's 17-year rule. She was a teenager in 1977 when he announced the purge of his opponents by smashing a vial apparently filled with blood in the capital's main square.

Soon afterwards, armed police snatched Hirut and her younger sister from their home after dark, and dragged them away in their pyjamas. She was stripped, hung upside-down, gagged with a vomit-soaked sock and tortured for the rest of the night.

"An 11-year-old boy from my street was hanging by his feet and bleeding heavily when they brought me in," she said. "The police heard he had a gun and he told them he had given it to me. To this day, I know nothing about this gun."

Hirut was freed after two months when another official decided she could take no more torture. She walked to neighbouring Eritrea and was eventually granted a Canadian visa.

Hirut was alerted to Kelbessa's presence in the United States by a friend who was a waitress at the hotel. Her friend had been tortured by the local government official too. The women were joined by a third former victim, and that was when they launched their fight to have him extradited to Ethiopia.

Kelbessa was deported by the United States in 2006 and was sentenced to life in prison by an Ethiopian court. Many like Hirut, now 46, hope Mengistu will one day face the same fate.

MUGABE IN CONTROL

Last year, she faced her torturer, Kelbessa, for the first time in court. She testified against him and he lost his appeal.

"Healing is impossible, but I will no longer have to think about him every day," she said, her eyes filling with tears.

Hirut, who is now an engineer, has set up the Ethiopian Red Terror Documentation and Research Centre to record the deluge of testimonies and records collected by Derg regime officials.

The trial that convicted Mengistu in his absence cited some 300,000 items. They included signed execution orders, witness accounts, and videos of torture sessions and bombing raids by fighter jets on villages held by the opposition.

Bodies were left in the streets as warnings, and some relatives who went to the authorities to collect bodies of loved ones were charged for the bullets used to kill them.

On a recent visit to Addis Ababa, Hirut visited the dilapidated concrete bungalow where she was tortured. It is still a local government office, and she chatted with the officials who now run it as children played football outside.

She believes Mengistu is a major fugitive from justice and that he should be sent home. But she said she didn't see Zimbabwe's fragile coalition government risking a crisis over the issue.

"As long as Mugabe manages to maintain control of the security forces, I don't think Mengistu will have anything to worry about," she said. "Mugabe has been pretty ruthless."

Is Africa free from the Global Economic Meltdown?

Dear Patriotic Global Citizens and Friends of Ethiopia/Africa:

Historically Africa has bailed out the global economic meltdown by making its natural resources and the labor of its people freely available for the rest of the world.

It appears that the Global Economy does need additional input into its ever changing demand for more resources.

At about 7 billion people, the next few decades will see more shortage of resources across the world.

In April 2009, there is a global conference by the G20 or so to transform their economies or so deliberate on how to transform their economies at this critical juncture in history.

Unfortunately, Africa is not represented in these deliberations. www.One.Org has been campaigning with letter writing efforts to the British Prime Minister hosting these meetings.

African leaders and their respective institutions such as African Union, Economic Commission for Africa and African Development Bank have been quite in this critical time.

After making mute comments that the Global Economic Meltdown will not negatively impact Ethiopia or Africa, it seems Meles Zenawi at last is waking up to the reality and making his pronouncements about the coming dangers.

Imagine President Barack Obama trying to galvanize the US Senate to vote on an almost one trillion stimulus package and being criticised by the very Republicans who continued to rob the country by making tax cuts for the rich and not regulating the Wall Street Bankers like Berniestien Maddof who robbed over $50 Billion dollars. Imagine how many Maddoffs are out there?

Now, when Zenawi bless his quick thinking and fast changing mind discovers the reality, just see how his subjects or rather critics take him down.

Even alerting the world about the potential crisis in Africa is not a safe sport.

All the same, Africa needs to come up with its own plan of survival. I wonder if asking for a bail out from the West is the right direction.

We need to depend on our own strategy that seeks for creative and imaginative ideas.

Please read below the Zenawi turn around toward Obama's concern. We should encourage him to seek for his own solutions instead of demanding for the world to bail out Africa.

Ethiopia’s Meles Warns Crisis May Cause African States to Fail

Feb. 3 (Bloomberg) -- Half of Africa’s nations may become failed or failing states over the next decade if their governments don’t address the global financial crisis and climate change, Ethiopian Prime Minister Meles Zenawi said.

African leaders should unite to demand a financial recovery package for the continent, Meles said in a speech at the African Union heads-of-state summit in the Ethiopian capital, Addis Ababa, today. Compensation should also be sought from industrialized nations for the effects of global warming.

“It’s likely that the coming decade or so will be very dark indeed for Africa,” Meles said. “Our prospects are not bright at all.”

Economic growth in Africa may slow to 3.4 percent this year, from 5.2 percent last year, amid expectations that economies such as the U.S., Japan and the U.K. will suffer their deepest recessions since World War II, according to the International Monetary Fund.

Rising global temperatures have intensified the effects of droughts, floods and storms in Africa, scientists say. Soil damage partly caused by climate change may plunge the continent, home to 1 billion people, into chaos as food production declines, according to the International Center for Tropical Agriculture.

“We have to recognize the dire consequences of what is unfolding before our eyes,” said Meles. “Our continental organizations should be seized with this matter in a much more effective and serious matter.”

Aggressive Stance

Meles said that Africa should take a more aggressive stance in seeking compensation from rich countries that have spent billions of dollars bailing out their financial systems. The world’s biggest financial companies have suffered losses of more than $1 trillion since the outbreak of the U.S. subprime mortgage crisis in 2007.

“A bank in these countries which is deemed too important to fail is getting more assistance, more bailout money than the whole continent of Africa,” said Meles. “We have to insist that Africa is at least as important in the global economy as the individual banks that are getting the bailouts.”

Meles also urged fellow African leaders to nominate a single representative to lead negotiations at the UN conference on climate change in Copenhagen in December to present a united front on behalf of all 53 countries on the continent.

“The coming decade is likely to be a period of structural transformation and the associated pain of transition,” he said. “The fate of countries and continents is likely to be determined by how well and how fast they adjust to the transition. Those who lack these resources and capabilities are likely to suffer and may even fail.”

Just two months ago Meles was saying that the financial meltdown is not going to affect poor countries in Africa (including Ethiopia). One of my friends said then that "I did not know Africa is in a different planet not to be affected by the global financial crisis". It seems "Chulo" Meles is waking up from his daydream now. As usual it took him several months to realize the complexities of the problem. He thinks the world sits and waits until he finishes reading a book on the Korean developmental state. The self-educated are often self-destructive.

This is the high time all Ethiopians need to come and stand up together with meles leadership to face the future difficulties many countries could not resist it at all. By the way Kenya faces a food shortage to more than 10 million people (25% the total population). Our country highland is a nice place to live and work no matter how the earth Environment is changed we will be affected only when it gets worst. No heat or cold will affect us. 5 months a year rain fall in the Gojam, Gonder, Wellega and other areas is a blessing. Between 18-24 degree centigrade year average temperature including in Addis is also a blessing.

All African leaders including by UN criminal court wanted Sudanese president, Mugabe
of Zimbabwe and the newly elected Somalian president and many international dignitaries are in Addis for meeting to discuss very important issues the world/Africa never faced before-Economic crisis.

The only so called president who is missing is issayas. Where is he? Is he still a leader to a Gorilla Militia (shabia)? Is Eritrea a country or part of Ethiopia as it should be?

Sick Shabians and so called Eritreans don't get it when their so called country left out from Africa and the world. Shabia is born to wage civil wars. Yet, Eritreans are happy to complain about others and find reasons to seek asylum. This is the life they know and making them happy for long time.

Brave Meles. Good speech. We will face the future together and we will win together. Forget the valueless Diasporas and the criminal Shabians. Invite the valuable and committed to their country and people Diaspora Ethiopians that are 95% of total Ethiopian Diasporas to build their country. Start from this respected blog….

Ofcourse the financial crisis will affect all poorer nations, including Ethiopia but it was just a month ago this guy brought the policy which was to basically gagging all humanitarian agencies from getting involved in politics in ethiopia, which has some advantages but more disadvantages. HE PM Melse has being saying that the financial crisis (FC) will not affect our country, it was the case too. On the other hand the FC turned in to economic crisis so it starts to affect all of us, Poor or Rich. So he changed his mind accordingly, I think such behavior is admirable and pragmatic.
